How German Income Tax Works
Germany uses a formula-based progressive income tax system. Unlike bracket systems, tax rates increase continuously within each zone. The basic tax-free allowance (Grundfreibetrag) is €11,604. Above this, rates rise from 14% through two progressive zones to a top rate of 42%, with a surcharge rate of 45% for income above €277,826.
The solidarity surcharge (Solidaritätszuschlag) of 5.5% applies only to higher earners — about 90% of taxpayers are exempt. Church tax (8-9% of income tax) applies only to registered church members.
Social insurance contributions cover health insurance, pension, unemployment, and long-term care. Each has its own contribution ceiling. Employees pay roughly 20% of gross salary toward social insurance, with employers matching most contributions.
